Introduction

Document register is a digitally maintained data collection that is used for registering documents received and created in the organization and for providing access to them.

In the public view of the document register, it is possible to view documents by topics, by sub-organizations, and by categories (see section Public view structure). It is also possible to search for documents and letters using general search

or multiple different filtering options (see section Searches).

Documents with access restrictions have a reference to the access restriction added and access to them can be requested by filling out a separate information request form (see section Documents with access restrictions).


Public view structure

Organization selection – from here you can select sub-organizations, after which only the document register of that sub-organization is displayed on the page. 3. Open data – from here you can download data by object types as a JSON file.

Category or module selection – from here you can choose whether to display documents from all categories, or separately legal acts, contracts, letters (letters received by the organization and letters sent from the organization) or cases (cases contain, for example, various meeting agendas and documents under discussion related to agendas).

Searches

In the public view, it is possible to search for the desired document using general search or using separate filters.

General search

!General searchGeneral search is located at the top of the page. On the search bar after "Search phrase" you need to write a word, part of a word or object number that you want to search for. Then click the button . The system displays the results found by the search.
If you want to cancel the search, click on the cancel option that appeared next to Search after the search.
For general search, full-text search is performed by word or part of word. For example: if the letter data contains the word "Information request", then by entering the word "information" in the general search, the system searches for all information-related documents: information requests, information demands, information queries. If the data of the document being searched contains the phrase "Building permit issuance", you can enter the word "building" or "build" in the search box and the system searches for all entries containing the word fragment. By clicking on the All organizations field, a dropdown menu opens where you can select sub-organizations to search from. By default, searching from all organizations is selected, but if you select some sub-organization and then write a search phrase, then only the documents of the selected sub-organization are searched.

You can filter by all fields that appear in column headers when selecting the corresponding category. By clicking on the filter button for each field, you can make more detailed search choices. Similarly, each category has theme selection or additional search fields in addition to filters, based on which the search can be narrowed. More details about each category's search options below. If the category All is selected, then you can filter by number, type, title and date, as shown in the picture below. (1.) By clicking on the filter mark (in red circles in the picture), a box opens where you can write the search criterion (2), for example in the case of Number filter, the number of the document being searched and then by clicking on the Search box (3), results are displayed according to the criterion.

!FilteringWithin each filter, it is possible to make a choice whether to filter based on the field containing the search criterion, or based on the field starting with the given phrase.

!Filter optionsFor example, with the "Contains" option, you can search for documents whose title contains the word "kindergarten" anywhere.

!Filtering exampleWith the "Starts with phrase" option, you can filter documents whose title starts with the word "building permit" - only those results are shown where this is the first word of the title.

!Filtering exampleFor the Legal acts category, slightly different search options appear. There is theme selection, as with each category. Additionally, you can filter based on table headers, which for legal acts means: by act number, title, act issuer, act registration date and valid from date.

!Legal actsContracts can be searched similarly by word, part of word or number. Additionally, you can filter by contract number, title, registration date, parties and valid from and valid until dates.

!ContractsLetters can be searched by sender/recipient, responsible person, registration time and response deadline ranges. You can also check Unanswered, Answered, Received and Sent options and then only those letters are searched.

Similarly, as with other categories, letters can be searched using column header filters, which for letters are: reference, title, date, sender/recipient, responsible person and direction.

!LettersCases can be searched with number, title and date filters.

!CasesFor each category, it is additionally possible to sort search results by clicking on a column header based on that column. For example, by clicking on the word Title in the table, a small arrow appears next to it, which when clicked can sort results in alphabetical order. By clicking on the arrow, you can change the sorting direction, so that it sorts either ascending, descending or sorting is removed.

Documents with access restrictions

The public view of the document register does not provide access to documents containing personal data or trade secrets. Documents with access restrictions are visible in the public view only with partial metadata: title, number, date, party initials (for private individuals) and the basis and deadline of the access restriction imposed on the document are referenced. Access to documents with access restrictions can be requested by filling out an information request form that appears when opening any document with access restrictions.

In the public view Cases/Files tab, there is a Type column with a filter. You can select a specific type from the dropdown selection.

The type is derived from the form settings (Admin - Form Configuration), where it is possible to assign a public view type to the form.


Additional fields for access-restricted documents

In the public view, access-restricted documents (where there is at least one delivery) also display the following fields:

  • Recipient/Sender -- displays the organization name. For a person/citizen, private person is displayed.
  • Direction -- outgoing or incoming. If the document has both incoming and outgoing deliveries, incoming is displayed.
  • Response deadline -- the document's response deadline.
